I have the honour to refer to correspondence resting with your telegram No.1129 saving of 30th November, 1949, and to submit herewith a memorandum requesting that a grant of £48,883 be made from the Colonial Development and Welfare Fund for the purpose of improving communications in the New Territories by the construction of piers.

Full estimates of costs are submitted in
Appendix B to the memorandum. The cost of the necessary exploratory work was paid for out of the £5,000 granted for the purpose in your savingram under reference.
